Eh. I'm pretty certain what Laga was suggesting was playing the Consolidate Power in order to possibly have a strategic planning handy for the second action which would have been firing at the Basestar. Since the first of her actions has been taken, it seems pretty clear that she'd fire again.

No, the point is, I'm not interpreting it. I'm asking Chief Tyrol to do that. I've watched a number of these forum games. Mostly, when someone's intent seems clear, it's exactly that. But not always. His intent may seem clear, but if it's not explicit, it's not my place to take it out of his hands. So, yes, if I see the possibility of ambiguity, I'll ask for confirmation.
Bear a couple of things in mind. First, it's a team game. A player can toss up a suggested action looking for discussion. Second, there are two teams. Deception is supposed to be part of the game. As moderator, the most impartial way I can deal with statements that admit of more than one interpretation is to act only on explicit orders.
To make things explicit and avoid hold-ups, I recommend a convention of putting actual orders in bold, e.g.:
Move: to the rhythm
Action: wave my hands in the air like I just don't care.
Crisis Card: the roof, the roof, the roof is on fire (Admiral's Choice).
You can also submit COs to me by email if there's any uncertainties involved. For instance, in this situation, there could be something like: "If I can shoot at the basestar twice, I'll do that. If not, my second action will be Consolidate Power."
