Yes, and the QS can get to the Shanghai zone easily on the next turn to hold off any damage. Or, since I hold Manila, I could build a station there if no one else draws a blue for me before that. I'll need to discard something soon anyway so it might as well be on my turn.

The Researcher takes a commercial flight to Los Angeles with a connection in Chicago. Then she charters a flight to Algiers and wipes out a few Zombies, taking Algiers off the brink.
Then she draws Chennai (Black) and Madrid (Blue).
Meanwhile, Zombies spread in Algiers (whew), and the Blue Fever spreads in London resulting in an outbreak. Fortunately, it neither causes any other outbreaks nor buts any other city on the brink.
