PANDEMIC
The Medic consults with the Researcher about COVID in St. Petersburg and makes a critical deduction resulting in the cure for COVID. The cure is quickly distributed in Atlanta, being the home of the CDC and all. The Medic then rents a car and drives to New York. There he explains the cure so well that it literally takes no time to rid the city of disease.
Then he draws Milan (Blue) and Montreal (Blue). Meanwhile, the red death reappears in Tokyo and the yellow plague emerges in Santiago.

PANDEMIC
Well, that wasn't very dramatic.
PANDEMIC
Hmm. It looks like I can either:
Double Move to Mumbai, treat Mumbai once, Dispatch myself to Cairo, then the scientist can grab my card on her turn,
OR
Dispatch to Cairo, pass card, move to Algiers, treat once.
Any opinion on which of those cities is in more danger?
PANDEMIC
I think they are equally dangerous.
PANDEMIC
Another option would be to dispatch to Cairo, share the card, then go to Baghdad and dispatch the Researcher to Cairo. That doesn't take another city off the brink, but that puts you in Baghdad on a research station if you draw Baghdad (which I don't think has been drawn yet) which is a 12% chance. The researcher can then share a card, move to Algiers, treat once, move back to Cairo. Then if the Researcher gets any black cards the scientist and pick it up, move to Baghdad, and win the game.
PANDEMIC
Note that if you instead dispatch to Cairo, move to Algiers and treat twice, we preserve an option to switch curing black to you if you draw black since we are both currently 3 cards away from the cure.
Basically we are betting on who is or is not going to draw black over the next few turns.
PANDEMIC
Or, I can move you to Algiers, Dispatch me to Algiers, and treat twice. Although that probably loses a move going back to Baghdad....
PANDEMIC
I think we should try everything we can to get a cure on the Scientist's turn. I don't like the odds of surviving much longer than that.
PANDEMIC
Alright then....let's take the path that treats a city and gets her a card:
Dispatch myself to Cairo
Pass the Cairo card
Move to Algiers
Treat Algiers once.
Gud, Do the thing!

For that to happen I need to draw a Black card on my turn. For which purpose I'm happy to contrive to end my turn in Cairo, assuming that's possible.
