The Dispatcher could burn cards and take both Cairo and Atlanta off the brink. The Researcher could then still pass a yellow card and take San Francisco off the brink. I'm not seeing a way to take more than those three off the brink before the Scientist cures yellow.

Ok, let's see.

You can clear both Seoul and San Francisco this turn.
The Dispatcher can do either Cairo or Atlanta easily enough. Maybe Cairo? Atlanta is easier to reach for most of us. They could also take a cube off either Ho Chi Minh City or Algiers in the process.
Then, my turn: I can pass Yellow to the Scientist and then bounce to Atlanta to erase a couple of Blue Meanies.

That'd be four. I don't see a way to reach New York, probably not before the Medic's next turn. (I mean, that would be possible, but at the expense of delaying the Yellow cure.)

True! But we're looking pretty good for Blue. If the Dispatcher draws another Blue, I can pass my three cards to them. Likewise if the Scientist draws one. If I draw another Blue myself, then the Dispatcher can do the Atlanta hand-off and there we are.

I hate to skip Beijing when it would be so easy to clear right now, but I don't see it coming up anytime soon so doing San Fran, Seoul, and Tokyo is probably the better move.

That's true. I think it might be better to save the Atlanta card. I have reasons!

First, Atlanta is easy for the rest of us to get to as well. (Barring catastrophes, that's certainly my intention.) Indeed, if the Dispatcher does do Atlanta, I'd be a bit lost as to what else to do.

Conversely, I think it's more likely than not that most of our two-cube cities will soon be on three cubes. There's a good chance clearing Ho Chi Minh City (for instance) will prove as effective as hitting Atlanta.

Then I shall move to Seoul, move to Tokyo, move to SF, and cure all COVID in the bay area

The Medic takes a China Eastern Airlines flight on a Boeing 737-800 to Seoul, where he spikes the water supply with red death cure. Then he bribes his way onto a freighter heading to Tokyo and spikes the water supply there. From there the Medic boards a JAL Boeing 767-300ER to San Francisco. There he meets up with a guy who has a warehouse of masks and hand sanitizer and works out a plan for mass distribution lowering the R to well below 1. After all that, he takes a nap.

The Medic then draws London (Blue) and Washington (Blue).

Meanwhile the red death strikes back with cases spreading in Bangkok and Ho Chi Minh City, putting both on the brink.
