PANDEMIC
I hate to skip Beijing when it would be so easy to clear right now, but I don't see it coming up anytime soon so doing San Fran, Seoul, and Tokyo is probably the better move.
The Dispatcher can get both Cairo and Atlanta by burning those two cards.

That's true. I think it might be better to save the Atlanta card. I have reasons!
First, Atlanta is easy for the rest of us to get to as well. (Barring catastrophes, that's certainly my intention.) Indeed, if the Dispatcher does do Atlanta, I'd be a bit lost as to what else to do.
Conversely, I think it's more likely than not that most of our two-cube cities will soon be on three cubes. There's a good chance clearing Ho Chi Minh City (for instance) will prove as effective as hitting Atlanta.

I agree. And, if needed, I can clear it on my next turn after I cure yellow.
PANDEMIC
Then I shall move to Seoul, move to Tokyo, move to SF, and cure all COVID in the bay area
The Medic takes a China Eastern Airlines flight on a Boeing 737-800 to Seoul, where he spikes the water supply with red death cure. Then he bribes his way onto a freighter heading to Tokyo and spikes the water supply there. From there the Medic boards a JAL Boeing 767-300ER to San Francisco. There he meets up with a guy who has a warehouse of masks and hand sanitizer and works out a plan for mass distribution lowering the R to well below 1. After all that, he takes a nap.
The Medic then draws London (Blue) and Washington (Blue).
Meanwhile the red death strikes back with cases spreading in Bangkok and Ho Chi Minh City, putting both on the brink.

PANDEMIC
Just as a note, we are entering the next epidemic zone.

Hmmm. How do we feel about Bangkok and HCM City? If I go straight to Cairo and take it off the brink, I can then move the Medic to Atlanta. The Researcher hands one Yellow to the Scientist, then gates to Atlanta and gives the Medic 2 blue. The Scientist can immediately cure Yellow, then head South and clear one of the 3-cube cities. The Medic grabs one more Blue and does a cure, then treats Atlanta.
No?

I like that. So the plan is: you treat one cube in HCM City, move to Cairo, treat one cube there, and finish by moving the Medic? I think that works. If it's the Medic doing the Blue cure, it's no problem if you spend Atlanta too.
On my turn, then, I'll just make free with cards to all and sundry. One Yellow to the Scientist and two Blue to the Medic. Good plan!

Sounds like a great plan, and it will clear out HCM city completely.

Oh, of course, even better. Actually... Bangkok is now just as bad as Cairo. The Dispatcher could clear out HCM City and Bangkok completely for the same effort as HCM City and Cairo, and would get rid of more cubes. Is that worth considering? Cairo would be at greater risk of spreading than Bangkok, once Vietnam is cleared, but we'd save the Black card if they go local.
