By the way, I think Shanghai (which the Dispatcher just drew) would be a great location for a research station. It's adjacent to two of our hottest hot spots, and not far from a couple of other trouble spots. The problem is getting the Dispatcher there; their power works on everyone except their own good self.
You could do so on your next turn by moving to Buenos Aires, discarding the card for a Charter Flight to Shanghai and then discarding to build the station. You'd have one action left to do your puppetmaster thing or move or whatnot. That'd cost a Red and a Yellow card; the Yellow card especially I think we can easily afford at this point.
The problem is getting the Dispatcher there; their power works on everyone except their own good self.
This is not my reading of the description. The first part says the Dispatcher can move
any
pawn, if its owner agrees, to any city
containing another pawn. That would include the Dispatcher's own.
I think that's true. If the Dispatcher wants to give it a go on her turn, I can try and report the result. Since I'm using the computer version there's not much ambiguity about what is permitted.

I still think Tokyo is the play. I'll trust experience on the Research Station question. I know I need it for cures, but I have no sense how often they are used for moving around the board.
And I'm very happy to see the Dispatcher's draw!

I'm really not clear on what my move should be at all. At first I was thinking of using Beijing to get to Beijing, and then treating Seoul, but given the draw, I'm not sure I want to burn my red. However, I could do that and end up in Shanghai, allowing the Dispatcher (potentially, assuming I've interpreted the rules correctly) to go there on their next turn.
But, if I float around South America (treat Mexico City?) and end up in Buenos Aires, we'd save cards and be able to quickly shift to curing the red plague once yellow is taken care of. This may seem even more appealing depending on the next draw.
Also, what about the Medic? Do they burn Delhi to treat Tehran or help put out the red fires?

Ah! I think you're right. I was getting the first and second lines mixed up. That makes it easier. Once I'm in Tokyo, I can be a staging point. So!

The Researcher drives to Chicago, takes a train to San Francisco, then boards a Tokyo-bound ship loaded with masks and hand sanitizer. With the shipment, Tokyo is brought back from the brink of disaster.
The Researcher then draws San Francisco (Blue) and Ho Chi Minh City (Red).
Meanwhile blue plague escapes CDC facilities in Atlanta, and zombies are spotted in Cairo.
