My thought is that I need to clear black cubes because things are on the brink in three cities in central Asia and we're down to 9 black cubes.
I could triple treat Mumbai and move to Karachi get closer to everybody. I could also treat Mumbai then hop over to Tehran and treat there to take two cities off the brink.

I feel like treating two cities is probably a good idea at this point.

I treated Mumbai, used 2 actions to move to Tehran, and then treated Tehran. I then drew Chennai(Black) and Hong Kong(Red). Infection spread in Paris and Bogota.
So two cities came off the brink and one went on the brink (Bogota).

This is tricky...
If the CP gives the Medic Kinshasa, then we still need to get the Medic to a research station for a cure. The Medic could burn his Shanghai card to fly there, move to Taipei, create a research station, and cure yellow. But that means he'll have burned 3 red cards (Tokyo would have to be discarded on getting Kinshasa). We can only burn 6 cards of any color and still have enough for a cure.
We'll have to be really careful with red cards, but it cleans up the medics hand and he won't have to discard two cards at the end of his turn.
Course, that depends on what happens during the CPs turn. He could have a crisis pop up.
Any other ideas?

Move to Lagos
Treat Lagos
Move to Kinshasa
Pass Kinshasa card to Medic Gestalt

Uh, Gud? Is there some reason he can't build a station in Kinshasa and cure Yellow there?

Building the station will use the Kinshasa card, so he'll just have four at that point.

We can only burn 6 cards of any color and still have enough for a cure.
By my count we can burn seven cards, not that that's much better. I think we have to take the risk; the longer it takes for me to get to a research station by other means, the longer I'm burning discards. You have three Red cards in your hand, which will be relatively easy to pass off to anyone who gets just two Red cards in their hand. We should be able to avoid discarding much more Red, is my thinking.
Anyway, I believe I need to make a discard at this point, and regardless of what I do on my turn, I think the obvious choice is to burn Tokyo.
Yep, you're right. I was thinking it was 11 cards of each color, but it's 12.
