I don't think it's Apollo playing the bad cards. I think it's the Admiral. But if the Admiral is playing the bad cards, that means Apollo lied about the Admiral's loyalty, and there's only one possible reason the CAG lied.

I mean technically yeah. There's really no way to know. Even when I use my once-per-game loyalty card check I can't show the cards to the other players. Can I?

When the second loyalty phase comes around do all the cylons reveal at that point or just the one who gets a cylon card that round?
When the second round comes, all the remaining loyalty cards are dealt out and you can be assured there are two Cylon cards in the game. However; no Cylon is obliged to reveal at that point, whether they just received their card or were a Cylon from the start.
GM, can the players lie when doing Cylon check??
Absolutely. They can also simply refuse to divulge what they've seen.

Well -- so it's pot and kettle time, is it, Madame President? Yes, I could have lied about the Admiral's loyalty card. There is no requirement I tell the truth or even disclose it at all. But where is my gain to lie about his being human? If I were a cylon and he were a human, I would have lied and declared him a cylon to sow dissent. If he were sent to the brig, I would have become the Admiral, and wouldn't I have wanted that if I were a cylon? You betcha I would have. If, however, he were a cylon and I were cylon (the odds of which are low to begin with, and even lower that of all of you from which I could have chosen to examine I would just happen to pick the other cylon), then he would have known I had to be the other cylon by the fact that I didn't reveal him, and he and I wouldn't be working this hard to save this damn battlestar. I guarantee you, if the Admiral and the CAG were both cylons, we would already be sharing after dinner apertifs over all the rest of your still warm bodies.
So let's examine what the Admiral has done to be suspicious. Hmmmm.... crippled one basestar and blown up another with every tool at his disposal. A much better cylon play would have been to fly to Caprica One, and with my open support, strip your skanky butt of the Presidency! A cylon would not hesitate to consolidate the presidency and Admiralty in one shiny package. But he didn't. His only error so far has been to strike any sort of deal with you because he was playing the odds that the cylon amongst us was Baltar.
For the sake of contrast, let's take a look at what YOU'VE done, Madame President. Well, that was quick -- nothing and ... nothing! You've squatted on Caprica One like a spider in a web while the rest of us either flew vipers in the face of death, manned the Galactica's guns, or repaired damage. Even Baltar helped out by moving the civilian ships out of harms way. You've failed to play a single quorum card even in the face of declining morale, and you blew nearly a dozen cards to conveniently fail to put Baltar behind bars.
I am strongly convinced there is a cylon amongst us, Madame President, and I am more convinced than ever after this bizarre attack on both myself and the Admiral, that it is you. I think you suspected Baltar was a fellow cylon and you intentionally wasted your turn sabotaging our efforts to put him in the brig. I am no longer certain that Baltar is playing for the toaster team, but I am deadly certain that at this time, you pose the greatest risk to the survival of mankind.

To answer some of the technical questions; cylons never have to reveal, it's always their choice. Even if you brig a cylon, it can choose to stay in the brig and never reveal. Cylons are not automatically revealed after the second loyalty card deal. If you ever get the chance to view another player's loyalty cards you may tell the truth, lie, or say nothing at all. You may never reveal loyalty cards to another player, neither yours nor anyone else's.
Unlike the card I drew (which allowed me only to ever view one loyalty card, chosen randomly), Baltar's ability allows him to look at as many loyalty cards as the player has at that time. If you wait until the second loyalty deal, you get to look at all the other player's cards, not just the first one they were dealt.

Then why did the Adm blow up a mothership? And yet, the president won't willingly be tested? I wish we could just deal with all these frakking cylons in the air!! Like, I dunno, maybe defend the fleet? But no. Frakkin politicians wanna fight with each other. Could SOMEONE order me to take flight out of the aft tube, so when it's my turn, I can move to section 4 to defend the civvies?!?

Well, I think actions speak louder than words. Dr. Baltar, I see now that I was very wrong to have lobbied for you to be thrown in the brig.
I would ask that you repeat your previous action in a combat crisis, and move the civilians to a safe section, but since EVERY FRAKKING RAIDER THAT COMES IN THE GAME is now on the board, I'm not sure that's possible.
I also think you would earn the support and gratitude of our pilots and myself if you chose to brig Roslin, but that's maybe not the best use of your turn. If you have an XO and can get pilots in Vipers, or if you want to go take a shot at the basestar, go for it.

Dr. Baltar -- I know this is a stretch, but if you can XO me I can use my special one-time only CAG ability to launch all remaining Red Shirt Vipers, and at the same time, activate my special ability that anytime an RSV is launched, put myself into one of them and take an additional action. It would then be my turn and I could try and jump as many of these raiders as possible before they wipe out the civilian fleet.
The civvies in sectors 3 and 4 are goners, we have to try and save the ones in sectors 5 and 6. We need every viper available out there to do that.
Here is where you could prove your loyalty beyond doubt, Dr. Baltar. Humanity's fate could very literally be in your hands.
