Round 3! And once again, we have diversity in Phase selection. Everyone went for a different Phase, as we can see:
omnis: Phase II - Develop
askye: Phase V - Produce
Connie Neil: Phase IV ($) - Consume (Trade)
chrismg: Phase III - Settle
We will resolve Phases II - V. First up is Phase II. Three players have Phase II powers. askye gets a 1-card discount on any development's cost. (So does omnis this round, because he chose this Phase.) omnis and chrismg both get to draw a card before developing. Those cards are going out.
Everyone, please send me your orders for which development (if any) you play, and which cards you discard to pay for it.

That's everyone for Phase II, and three of the players pass on playing a development. The exception is
omnis,
who chose this Phase and thus gets a 1-card discount. He settles
Terraforming Robots,
for a cost of 2 discards. This card lets him draw a card every time he settles a world, and can also consume a Brown good for 1 VP and 1 card draw.
Phase III (Settle) is next. We have a few orders for that one.
Connie
passes for this Phase too.
chrismg
settles Spice World, at a cost of 2 discards. This is a Blue production world, that gives a bonus of two extra cards when trading a Blue good. He chose this Phase, so he also draws 1 card.
omnis
settles Gem World for 2 discards, which leaves him with no cards in hand. Another Blue production world, this one lets him draw a card when producing on it. Thanks to the Terraforming Robots, he draws a card for settling too.
Finally,
askye
settles Prosperous World, for three discards. That wipes out her hand. This is yet another Blue production world; this one also consumes a good in Phase IV for 1 VP.

(who chose the Trade bonus). She trades the Blue good on Former Penal Colony for two cards. No one else has any goods, so they all twiddle their thumbs this Phase.

chose Phase V (Produce). All the production worlds in the various layouts each produce one good. In addition, because askye chose this phase, she produces on one windfall world (namely Alpha Centauri). Thus:

Connie
has no production worlds and produces nothing.
