I don't currently suspect him of being a cylon but option 1 feels a little bit worse. On the other hand he hasn't used his OPG yet has he?

Admiral Hoshi has in fact used his OPG, or more precisely with Daybreak, spent his miracle token. If he is executed, he has no token to lose.
