Activate command, and launch or move some RSV's. Maybe move those pair in sector 5 to cover the Civvie in sector 4?
I'm on the same flip flop you are. We are at the start of jump track. That's a lot of time to spit out more raiders or fire on us.
I also think, how many times do we not use nukes? Better to use them when needed, then wait and never use them.

How are we feeling about this card? I can use my OPG to raise pop should it become an issue, and food is also farmable to some degree, so I'm leaning towards the die roll.

I have nothing that can help the check. I'm hesitant to do a die roll unless there is a plan to help it. 50/50 are not the best odds.
