Unless he has the right card, an XO would only get him to the Raiders, which would make the Raiders shoot at him instead of moving to Civvie B. Unless Hoshi is a Cylon, Civvie B is a decoy because he moved it toward the Raiders, so we want the Raiders to waste time on it. Helo could get into a more defensive position on an XO, but there may be better uses for it.
