OK. Let's have a peak at those manifests.
Since I'm in Comms, I'll attempt to activate it twice.
MOVE: Stay put.
ACTION: Activate Comms. Take a look at manifests on Civ's A & B.
Before I move those puppies anywhere. Refresh my memory. Raiders go to civ's first? Or RSV's? Which way will they go if activated?

Raiders go toward the closest sector with civvies, with priority going clockwise.
Currently the Raiders will move to Sector 2. If you move the civvies, move them to Sector 5. Decoys to Sector 3.

The ships are tempted away from Sector 4 by the stereophonic sounds of Louis "The Voice of Caprica" Hoshi. Hoshi's special ability allows him to spend a skill card to activate Communications again. Admiral Hoshi, will you do so?
