Why is it that half the random strangers I play with bitch when I attack them? If you don't want to be attacked, or lose, don't play the damn game.
Most often it seems to happen when I'm just making attacks to pass time on the way out of a game I'm losing. Sorry dude, but I'm going to attack somebody. I don't care how much the game is lost, I'm not going to just lie here and wait for you to roll over me.
And frankly, if I attacked the other guy, he'd whine too, so it's really choosing between two (or more) people who don't want to be attacked. TOO BAD!

This is thread hijack! The Masters of Eurogame Hijinks will now pontificate about game design theory! No one attempt to stop us and everyone gets out of this thread unharmed!
The MEH decrees RISK a poor and uninteresting game because you are right -- there is nothing else you would do. Leaving aside the sheer randomness of the combat system, whining in RISK is amplified because losing positions get established very quickly, it is very difficult to engineer come-back wins without poor play by someone else (which usually elicits accusations of game-throwing), and there is only one possible route to victory.
Teh MEH sees oppression where players who find themselves on the wrong end of a couple unlucky dice rolls or bad RISK card draws have little recourse other than whining or quitting. That is NOT GOOD design.
