Apollo then uses his special ability to activate the Quorum Chamber. A Quorum card is going out. He may now draw another Quorum card, or play one from his hand. President Apollo, when you're ready, please post your orders.

Apollo gets to draw 2 Yellow for that Quorum card play. Cally is now Mission Specialist! That's bound to cause friction with the higher-ups, letting a deck specialist play around with the navigation instruments. Apollo's crisis card is:

It always seems we run so close to ruining out of gas. I'd be hesitant to drop a fuel. I do not envy your position, to make this choice. I think option 1 is the least bad.

No, it's just an activation. If you already had a basestar, then it would be a thing. As it is, the activation has no effect.

I don't distrust the Admiral either, I just thought it would be a good opportunity to get an additional choice.
Too bad we hadn't picked up the extra fuel at the last stop or it would make this choice easier. As it is, I think I have to go with Option 1, much as that hurts.
