It always seems we run so close to ruining out of gas. I'd be hesitant to drop a fuel. I do not envy your position, to make this choice. I think option 1 is the least bad.

No, it's just an activation. If you already had a basestar, then it would be a thing. As it is, the activation has no effect.

I don't distrust the Admiral either, I just thought it would be a good opportunity to get an additional choice.
Too bad we hadn't picked up the extra fuel at the last stop or it would make this choice easier. As it is, I think I have to go with Option 1, much as that hurts.

Oh, yay for no effect! That may change my recommendation, but I see Apollo has bolded a choice, so, never mind, I'm sure we'll be fine, we can make more Morale if we have to.
