Neither. Raptors do scouting missions, not protection. (Unless they're converted to assault raptors.)
Given this answer, I have COs from Leoben: Move to the Hangar Deck and play a Repair 1 to fix 2 vipers.
Well, now the raptor pilots are feeling all kinds of neglected. Fortunately, I think we can come up with something else for them to do. Leoben's crisis card is:

I'm at a loss as to how to survive this cycle. Baltar, if you can take Leoben's miracle token, I can try to XO you to raise Pop, but that's not a guarantee. The other option is to move a couple civvies to Sector 5. The other option is to launch one Viper to Sector 5 and move it to Sector 4 so they have some protection. It only takes two more Raider activations to kill us, and we have two Cylons waiting to kill us.

At this point, with Brother Loeben, I suppose it all comes down to what his personal victory needs, and not what the humans need. Such a wild card, that one. Never know what he will do.

Do we get to choose which direction our flying brothers go, since the folks in sector 1 are equidistant from the civilian ships? If we do, I vote sector 6. Surround those ships! I suspect there is a pesky rule that says they can only circle around the drain in one direction.
