As an observer, I think this is the most backstabbing and distrust I've seen since the early game where everyone except Apollo ended up in the brig.

I could Infiltrate the Fleet, that counts as an action and lets me move to any location on Galactica so I'd still have another action available to me.

He'd have to have a Super Crisis to play one on an XO. Ending Infiltration doesn't give a crisis draw like Reveal does.
Unfortunately none of these Quorum cards seem applicable to our situation. If you really want to help, getting Helo into the sky might be best.

If you really want to help, getting Helo into the sky might be best.
I can't XO Helo; he's next. Cottle in Command wouldn't get us too much, unless we go with the old double Treatment option.

Well, there's one that could help if we had a plan, which we don't, sadly. But you can exchange your miracle tokens to raise Morale, can't you?

Cylons can't be XO'd. While not infiltrating, Leoben counts as a Cylon.
