Hot Dog was placed by Adama. Note that the secrecy rules prevent Adama from stating (or hinting) what mood Hot Dog is in. He can only state whether he thinks visiting Hot Dog would be a good or a bad idea.

rolls eyes at silly politicians who don't know what they are talking about.
It seems I am one sector too far to do anything of consequence. I can get where I want to be, but not have enough gas to do anything. So rather than rush into a sector, and wait for potshots to dump me into sickbay, I will MOVE: to sector 4, and protect the Civillian ship there.
Since there is nothing to shoot at, I will pass my action , and lay in wait for the raiders to come to me. I got the local star to my back. Hopefully they don't see me. And when they come to sector 4, I will open a can of woopass.

This is a tough one. Apparently I have chosen our worst pilot to help the President to her feet and he's taken one of our three remaining raptors through, what? I dunno maybe an asteroid field? Should I call him back, keep fuel from going into the red, and let the President crawl to sickbay?.. it's one way to get one of us back to Galactica but I feel the President is most effective on her own ship.
I welcome the input of the fleet.

I am not the one who should be running around Galactica, it's true. I'm hoping to stay here and ask the Quorum for authorization to use some brutal frakking force. I was going to take the Fuel hit until I realized it was actually your choice.
