Since I started in space, do I get the second action? Or is that only on my turn? I think that ability only counts on my turn. But does "space" count as a location? Did I truly "move" in BSG paradigm? If you buy into that arguement, then my second action would be fire on the other raider. If not, I will happily wait until my turn, or, another XO.

Correct, it only applies on your own turn. And no, movement between space sectors is still movement. You still get one shot:
Fire 1 and only: 2. Miss.

Whatever, this would be an excellent skill check to pass. Do we have the skills to pay the bills, as probably no one on Galactica would say? I could do my bit, our Admiral is still grieving for Hoshi, so he's no help. President, Starbuck, can we put down Jean-Ralphio?
Aim for his financial statements, he's definitely weak there.
