Okay, since I'm the first one up on this and it's the first time with the whole NPC thing, and I've been sitting out a few rounds and have very rarely played pilots, let's walk through this.
I'm planning to launch in a Viper, I think I can launch into Sector 4, is that correct, and do folks think that is a prudent plan. How does the NPC play into this? If I'm out in a Viper does Kat come into play, or is it only if I'm still in the Hangar at the end of this turn?

You encounter an NPC if you're in the same location at the end of your Movement Phase. Launching occurs as your Action; so if you want to launch, you need to be on the Hangar Deck at the end of your Movement, and will therefore encounter Kat.
When you launch, you can launch into either Sector 5 or Sector 6. You get a bonus action too, which you can use to move from Sector 5 to Sector 4 (or instead to scout, XO someone, make piu piu noises at the RSV, as your fancy moves you.
