For every resource, there are Quorum cards, crisis cards and/or destinations that can raise their total. In Food's case, there are four crisis cards and four Quorum cards. There are, of course, many more crisis and Quorum cards that do not raise Food, and a number of crisis cards that lower it; like this one, as with this answer, Adama has left COs: choose option 1. Food falls by 1.

Next, the basestar fires again.

Die roll: 4. Hit! FTL Control damaged. That can't be right, no one was in there. ...Oh well, we'll sort that out later.
