First, an administrative note. Destiny's play into this check exhausted the Treacherous destiny deck. I've rebuilt it with three cards from each deck. Doing so exhausted the Tactics deck. I've reshuffled the discards.

You could already launch vipers, that's what Command is for. The Hangar Deck is only for pilots to launch themselves. (You can also fix broken vipers there.)
