You can; it costs a skill card to do it in the Movement phase. (You have 11 cards after the XO.)
There is another way to move to Galactica (though not on this turn) - if you spend an action to evacuate a ship, you may take a free ride to any Galactica location.

If you're still over ten cards at the end of your turn you will. If you spend any cards on your crisis card (e.g. if it has a skill check, or "Current player discards"), then you won't have to.

Hmmmph. You might have done better to go to Comms and moved C and one of A&B. Even with the bonus action, you can't launch, move, AND attack. And we're reaching the point where knowing if the Fuel ship is in the air can make a difference of a whole round of launching.
