If not for that Red Tape, the final tally would be 14 and a pass. Alas, it cancels out the SoE-6 as well, and the total remains at 3. This is more than 4 points from the pass level, so the Iron Will 0 doesn't help. (Nor is the total negative, so there's no additional Morale loss.) The check fails! Morale and Population both fall by 1.
