Let me just say, this is quite the fascinating check. Cards played:

Tally: 14 - 6 = 8. Partial Pass. But! There are two 0-value cards in the mix. The Red Tape 0 cancels out the Scientific Research 5. Tally falls to 3! Next, the Trust Instincts 0 adds two more cards from Destiny. It adds:

If not for that Red Tape, the final tally would be 14 and a pass. Alas, it cancels out the SoE-6 as well, and the total remains at 3.
