When it says "move to any location" does that include Colonial 1 or would I have to discard?
I am open to suggestions, but right now thinking the best thing for me right now is to work the quorum. But if I have to discard to board Colonial 1 (a fairly costly discard btw) that leaves me with one card I must use or discard at the end of my turn. I'm not sure if maybe there might be something better for me to do in that case.

Per the rulebook, you are limited to moving to any location on Galactica. (This is a bit confusing as the board itself doesn't show the qualifier. It has been confirmed by the game's creator.)

I figure this is a good place to be in case of cylon attack and Roslin is way better at being president.
In addition to handing back the presidency This card also allows me to discard the last remaining quorum card and draw another .
