That is correct. The other players can proffer opinions, and offer to play interrupts (truthfully or not), and they can certainly put in COs with me; but nothing actually happens until you make your choice.

Well; whether it was more of a sure thing isn't immediately apparent. It had a 75% chance of coming off; whether the skill check was on a par with it is an open question.
