Okay, it's late, and I don't know if anyone's around to confer, but I'm going to be super busy all day tomorrow so I'm going to act kinda unilaterally here. Hope it works out okay. Honorable gamemaster, please tell me if anything I am trying to do is illegal and I will amend!

For my movement phase, I play PP4 to prevent loss of population this turn. (Is population a resource?)

For my action phase, I activate Pegasus CIC to attack the basestar in Sector 1.

I also play my SP3 as an interrupt on the die roll.

That is indeed all legal. This is CIC's first shot after being patched up. Let's see if it's in proper working order.

It protects against only 1 point of loss, but you can use it to safeguard an early jump. If you jump at -3, you only risk 2 Pop; if you jump at -1, you don't risk any Population at all.
