I would like to note that your action CAN be to play an XO, as long as someone hasn't played an XO (or CS) this turn. So let's make this as awesome as possible. At the very least, Anders will get a card and Zarek can work the Quorum. It's like a split XO, plus BONUS FOR EVERYONE ELSE.

I would like to note that your action CAN be to play an XO, as long as someone hasn't played an XO (or CS) this turn.

This is correct. There is a limit of one XO or CS per turn. The SoE does NOT count towards this limit. One person may, if they wish, use their action to play an XO on another player, giving them a move and action, or two actions.
