I would like to note that your action CAN be to play an XO, as long as someone hasn't played an XO (or CS) this turn.
This is correct. There is a limit of one XO or CS per turn. The SoE does NOT count towards this limit. One person may, if they wish, use their action to play an XO on another player, giving them a move and action, or two actions.

So it looks like unless Gaeta has some awesome cards, the best person to be XO'd would be either Anders to draw some more cards (purple is also good!) or Zarek to REALLY work that Quorum.
Gaeta, you could move somewhere to be in a better position for a later XO, I guess. Too bad you can't jump us right now! Or launch a scout, that would be useful.

As much as I despise politics, Tom Zarek has been a powerful ally in our fight against the cylons. I wonder if he might persuade the Quorum to participate in a military strategy to address the ongoing cylon threat?

How would Chief draw more Repair cards? Unless you mean to discard a card to move to Research Lab and draw blue, which doesn't seem like the best plan, especially when he's standing on the Airlock and may draw a Repair on his turn.
The Quorum can be very powerful, and getting to use it three times on one turn could mean wonderful things for our resources. State of Emergency costs 1 Food, so it'd be nice to get it back.
