Ah. Prescient of me, wasn't that? At least this was a President's choice and not a current player choice. I'm thinking we don't want to risk the civvie, right? Since we gained the food, this is really only a cumulative loss of 1 for that category.

How would that make a difference?

Tory's weakness kicks in on "Current Player's Choice" cards, and would have forced her to take the Morale option. It doesn't affect "President's Choice" cards though.
