Windmills not Weapons has a nice ring, but you don't want to encourage a "tilting at windmills" reference. You don't want to imply that it's unrealistic to expect a large scale investment in green energy.

Hmmm. Not good at titles. From the War Machine to the Green Machine?

Or something about the next industrial revolution--get in a ref to greener industries and the idea that it will take a real revolution in how we address these issues?
