Are you looking in the filters menu, where you can apply a background texture like canvas, charcoal, etc. to an existing image?

It was something I saw mentioned on a website...stuck in customs or something like that. He was selling textures, and I couldn't work out quite what they were for.

Probably a third party vendor selling customized textures for that function then. Though maybe they can be applied with brushes now as well as selection areas? I mostly work in either photo retouching or modifying scanned art, so I haven't kept up with all the really neat effects you can use.
