The way I read it, if I watch The Office online after airing the writers get nothing, but if I download season one off iTunes they get 3%. I think.

For streaming media in general, it looks if an episode is streamed during the first 17 days after initial broadcast, there's no residual. After that, ad-supported streaming is payable at 2% of distributor’s gross receipts. Then the document gets into different rate structures depending on the type of material, its purpose, and how it's made available.
