As to the headline - I can understand why you found it confusing, but I certainly don't think the headline contradicts the content of the article.

It's a gay UK news site; the issue of homophobic bullying in schools, and the fact that said issue has been recognised and is actually being acted upon, is something the readership with which will be intimately familiar. It's a pretty damn big deal, since when I was in the UK and spending time in schools, Section 28 was actively undermining one's wish as a teacher to have zero tolerance of homophobic bullying in schools. So the phrase 'homophobic bullying', and quite possibly an awareness of the campaign in question, would be failiar to the readership - the news part is that Barrowman has been made its posterboy.

Which is to say - yes, more words in the title would have created greater clarity and prevented you from being misled, but within the context of its readership, I don't think the language was inappropriate or misleading; Headlines usually are abbreviated in such a way as to make sense to their readerships based upon an anticipated level of contextual knowledge, whether that pertains to Brad Pitt and Angelina Jolie, or the Falkands War, or gay rights. I guess it's a bit of a Shibboleth, but I think that's the nature of headlines.
