yeah, I do. I think they must have cut out a scene and swapped it with last week's ep so something would make sense, but the overall feel of the ep was that this was originally intended to come after the pilot.

That's true. I think it's mostly the stuff with John that's confusing because it's weird to have this whole random case before the funeral.
Unspoiled speculation: Henry as Mayor could appoint Carter to something, either giving him a new permanent position, or keeping him around to be reappointed police chief. (Or what I'd like, but Na Ga Na Ha Pen - Jo is appointed Chief, and Carter gets to be assistant. )
