It very much is. I don't think it sucks, but then again I also liked Ally McBeal.
I found Eli Stone a disappointment. (Did it get picked up?)
I liked All McBeal in small doses. Some of it I liked enormously, actually (especially John Cage. LOVE Peter MacNicol) but whereas I really enjoyed the initial show-us-what-she's-thinking style of thing, it irritated me when that sort of segued into 'oooh she's so special and magical! Look, unicorns!' kind of thing. I didn't have a hate-on for the titular character, but I did like the supporting characters more than her.
