DC has weird availability requirements at times.
Young Justice was originally supposed to have Donna Troy on the team, but they were told both Wonder Girls (as well as a bunch of other characters) were unavailable. Then, when they were starting on the second season, suddenly all characters were open, but with the 5 year time skip, they felt it was too late to bring in Donna and brought in Cassie with rest of new team. (Donna was then planned to show up at Rocket's bridal shower in the one episode, but they ended up not having time to design both her civilian and superhero look. Same goes for Mary Marvel.)
And of course there was the infamous "Bat Embargo" during JLU and the time Big Barda was on the Justice League in Batman Beyond because Wonder Woman wasn't available.
Out of all of those times, only the Batman villains ended up in use (for The Batman). So while it'd be cool if we got some sort of Blue Beetle series (though I'd rather see Jaime Reyes) I wouldn't hold my breath.
I wondered why that character wasn't Ted Kord. That would have been excellent.

Oh man, if they did it right, with Paco and Brenda and his family and Peacemaker, that would be SO GOOD. (I was thrilled to see Paco in the "Rise of the Blue Beetle" episode of the Brave and the Bold.)
