Has to be. Merlyn's name was invoked 2 eps ago, so that means he needs to show up again by season's end.
My best guess is that he heard Moira died (even if he's in hiding from Ra's, the man's got connections) and thinks this is his chance to swoop in and forge a bond with (or kidnap, whatever) Thea. And since Thea's entire life is in shambles, I wouldn't be surprised if she was all, "Okay, evil Dad, let's do this!"
