I love them all mostly because I am in awe of how very different they each are. Especially with Helena I often forget she is not played by a different actress.

Why was the Dept of Education sponsoring closed captioning of DS9? Was that just a thing they did?

I think all Closed Captioning was done by the DofE for awhile before it be came more wide-spread.
