It's the "and it will never come back on" that's the sticking point. I can buy some kind of worldwide blackout where everything stops working. A flobitinum goes off and all the electric things go boom, fine.
I cannot buy a scenario where this couldn't fix the problem at least temporarily.

Let me recommend heartily Steve Gould's 7TH SIGMA where alien bug-robots like to eat conductive metals. (don't go near them if you have metal fillings or a pacemaker.). It was the sort of scenario that made my sense of logic pleased.

I think I talked before about a Spider Robinson novel where there were electricity eating aliens - ate electricity from any source that had over a certain voltage OR over a certain total wattage. So most electronic devices did not work. (This was in the 80s when there were not so many low power devices around.) For the writers convenience, the number was not specified but no generators, no household appliances, no radar and sonar even off battery. So conveniently did not have to worry about violations of laws of physics or life dropping dead, but no lightbulbs, or any of the stuff we depend on electricity for.
