And stupid. The surrounding world and all information about it in the siimulation was under the programmers' control, so why be so obvious and out-of-character in trying to keep the Astraeus crew from doing things they logically would?
Also, why would Jo put on the big seduction act for Carter when they were both supposed to be computer-generated NPCs? Were the glitches and memory problems because Senator Wen's cohorts were running subplots for their own entertainment apart from the stuff that interacted with the real people?

None of the NPCs know who the other NPCs are, just to be on the alert for suspicious behavior. So as soon as Carter started acting differently, NPC!Jo went on the offensive. Presumably if the programmers had been able to watch, they could have stopped her from being SO over the top.
