In fairness, it seems -- reading between the lines of past episodes -- that Jack has long-since relaxed his restrictions on Tosh. She was headed to a family reunion before being sucked back in time to the '40s.
That being said, I'm forced to think about the bit with Tosh seeing a vision of her mother at the end of last season -- I think it's officially unclear whether her mother died sometime between Tosh joining and the series beginning, or if she reacted so viscerally because she doesn't see her often, if at all. The events revealed in this episode certainly add a lot to that one.

I'd completely forgotten about that. Oh yeah, that does make things very interesting.
Though an ideal origins story (okay, not limited to an hour) would have said something about how Ianto got involved in London Torchwood.
... and this is exactly the one I've been most dying to know. He's a local, who moved away to the big city, and then came back -- all of which is perfectly believable, of course, but we just never get any of the sense of local connections that we have with Gwen and Rhys: the families, the good or else vaguely embarrassing longtime friends. And part of that comes from the way they've played up the contrast between Gwen having a non-Torchwood life and everyone else pretty much not, but in that case I'd need to see Ianto
not
getting back up with his school friends. Running into them on the street at least once, and being too "busy". His family all getting sucked into the rift. Whatever.
Has it been established that Ianto's local? He's Welsh, but he could be from an entirely different town.
It was pretty well established in "From Out of the Rain."
Yep -- when he drags them to the old cinema, he talks about how he spent his childhood hanging out there, all the other old places are shut down now, yada yada.

Ianto talked about how he used to go to the old movie house with his dad, so I think he's local.
