He was drowning because he was drowning when the siren transported him to the med center to save him.

What the hell she was doing with the pirates who were PERFECTLY FINE except for a little cut is anyone's guess.

Life moves pretty fast. You don't stop and look around once in a while, you could miss it.

Rory was drowning when she got to him--he had dived into the ocean. She was taking in any human with an imperfection and made no distinction between a cut finger or a case of Typhoid. And she wasn't curing them, just keeping them alive. She was more an EMT than a doctor, really.
