I don't think that Nine was intended to be sexy, it was a side effect of his awesomeness. I think that it may have been a factor in casting Ten, though. Clearly not an issue in casting Eleven. Because he looks eleven.

I never wanted sexy in any of the old doctors; I guess I got spoiled by the new ones. I suppose I'm just in the "I hate this new Doctor" phase. I'm trying to get over it.
I still kinda hate Ten, except I love him. But he's no Nine. And that resentment is taking some getting past, even now. But I don't hold it against Matt Smith. Most of what I've read him say about the character sounds fun.
In a sense I will find it a relief to once again not want to see the Doctor naked.
Ten won me over pretty quickly--by the time he had that poolside confrontation with the Headmaster in "School Reunion," he was the Doctor to me.
Nine was just so crazy and on a razor's-edge of pain the whole time. When he smiled, it felt so highly earned.
Ten's crazy in a different way, and prone to more spontaneous grinnery.
Honestly, if I come to like Eleven as much, and then have to miss him too when it comes time for Twelve, it's just too much emotional involvement.
For values of "too much" that keep me watching, natch.
