Okay, so, unless they make latex balloons differently in the future, that red balloon tells me that whatever happened, happened less than 18 hours ago.
I know this why? Because I used to be a large event balloon decorator (think Superbowl 1987 and a whole lotta other stuff I can tell you about at another time) and such a balloon would be on the floor after a day or so. Then again, maybe the atmo is different on the ship.
