I think one reason fewer dogs are displayed at adoption centers is because dog-display space takes up much more space. You can put a cat into a cage the equivalent of a middle-sized cardboard box, for hours and days on end, and it won't mind; you just can't do that with most dogs without them going bananas.

So there are probably a lot more dogs actually in any given shelter's custody, just not where hoi polloi can see them.

I also suspect that, given X number of each species arriving at the shelter, a larger proportion of X among dogs than among cats is euthanized without even being considered for adoption. Dogs' violence is much less socially acceptable than any violence a cat can offer; dogs interact with humans more, so a deficit in their social training will be much more of a problem; and I strongly suspect that dogs are much more commonly targets of abuse and neglect than cats are.

(The perception that stray cats can survive just fine on their own, whereas stray dogs will Wreak Havoc, is also part of it, I think. We allow cats to wander a neighborhood without restraint, and don't think it's weird at all; but would call the humane society about a similar wandering dog.)
