I've heard bad things about Human Target, but that was from fans of the comic book.

Yup. Mark Valley. Though I also think of Neal McDonough as a bit of a not Colin. But creepy-looking.

I don't see the "not Colin" ness, but definitely see the creepy.
Mark Valley did a short-lived series called Keen Eddie , which I liked a lot. That's where I remember him from. Oh, and he was/is Olivia's lover's ghost on Fringe, I think.
Neal McDonough does do creepy well, but the first thing I ever saw him in was Band of Brothers, where he just broke my heart after his character (Buck Compton, who later went on to prosecute Sirhan Sirhan) had his meltdown in the Battle of the Bulge and he couldn't deal with combat anymore.
I miss Keen Eddie Loved everything about it...except maybe Sienna Miller.
