I'm of the other school ("Your Kung Fu is weak!" "How dare you insult my master!") and I think that a Joss show will inevitably draw enough local interest to sustain a thread. Also, with GC I think it's good to get it going now to have a place to speculate and chatter about it.
My finger is itchy to put forth the actual proposal but I will hold off a bit to allow some counter arguments if anybody wants to dissuade me.
I can barely think of it as a show at this point. I can't comprehend there being another actual addition to the Joss Whedon oeuvre. How will it fit in my brain?

It seems like we have the second, at least. But I agree that it's probably premature.
I think casting completed and production underway would be the earliest. Possibly later if they are just doing a pilot, given how well the pilot for his last show went down with the suits at Fox.
